Do the legs have to be attached to be considered ic chips or can I cut them off to get them off the board. Thank you in advance for your help.

I would imagine that the legs would need to be intact. If one or two are missing off the chip, you may be OK, but more than that, then you may not be able to sell the chip. Gold legs would need to be present to get the 8086 grade, otherwise, you will be selling them as regular IC chips.

I've been sending black ic chips sliced.(no legs) from low grade boards without issue so i take it it's the chip theyre after more than Tin/silver pins.
Just don't crack the actual ic.
This only applies to the non processor ics though.
