Usps limits lithium batteries to no more than 3 per package and they must be marked on the box and shipped ground Fedex and ups ground don't have any quantity restrictions or price penalties.
Both the latter also have air express options at a considerable penalty du to being non-passenger freight (no passenger airline travel with the rest of express mail/packages. I believe you can use 2-day ups as well as the overnight without further restrictions but I don't use ups unless someone else paid for a label. Fedex, my preference for packages of any type over apx 9ounces, will let you ship any way you want though same day and express next day and 2-day have a price penalty for batteries.
Do NOT fail to mark the box as LiOn batteries, if they are loose. Uninstalled. it's a federal offence to ship them unmarked if not installed in a device, if there's than 3. Massive fine and prison time, and no, there's no way around that.
Any plastic or rubber tape will do. Just no masking tape or painters tape. It's not about stopping electrical discharge as much as guaranteeing no permanent or constant connection is established.
