Is there any certain way that you have to remove the IC chips from the Boarfd so that is would be a good chip that you will by

Most ic chips will go as ic rate. Any standard ceramics you'd remove would go as pinless so the only place removing chips is even worth considering is on gold caps (pentium/mac ceramic rate without pins) and with very few exceptions you're still better paid at the gold cap chip board price.
With very few exotic exceptions you're better off with board rates than individual components.

That said best to worst:

solder reflow reduction is best
Solder remove tool
Commercial heat guns (1200•+)
Consumer heat gun (<800•)
Boiling water and table salt (well ventilated)
Grinding wheel/Dremel
Xacto knife (v blade works best)
Razor/box cutter
Standard (aka flat head) screwdriver and elbow grease
Sand bath
