Our recycling center picks up from the local school district, and we notice anytime we pick up a DLP projector, that the bulb and cage are always gone (but not the chip). We know they are scrapping the CPU, mem and HDD out of the pc's we pickup.

I believe they do. I was contacted a while back concerning those bulbs. They were asking if I had any good or bad, they didn't care. The school district is possibly removing them because they were still good when projector was upgraded. Their thinking might be they can use them another time when a bulb goes bad in the middle of a presentation. Just one possible scenario among many possible scenarios.
