And what should I pay for it as a resell or scrap item?

Yep that’s a Zip drive. Working resale value $3-$5

Scrap value (total scrap to board and metals) $1-$2 on the scsi one’s, a bit less on parallel ones.

New in a sealed box they run around $10-$20.

If you don’t need a Zip drive I’d pass. I can get them at goodwill for 99c and half that on select Mondays.
They sink to around fifty cents in bulk on ebay and Craigslist.

So unless I could get it for .50 or less per piece, it is not worth reselling or scrapping?

As evil said it’s really your decision in the end.
My opinion though; is no. Not worth it. I don’t even fix them anymore.
I have a test cartridge set I use. If it spins through and doesn’t throw up any errors I’ll sell them on ebay for $5 as for parts, free shipping. If I even go that far.
Generally I just pop the top, unscrew the board (cd/dvd or peripheral depending on interface and age), and toss the whole remaining unit in CBM. (Currently 49c per lb). You can find people on ebay in computers—accessories—bulk literally selling them by the pallet every few weeks or so.
Like power supplies they are really a lot of trouble for very little payoff.

I generally pay 25 cents with the cable and power brick. 50 cents same for scsi because I always need scsi cables. And the bricks work for many other small motor devices.
No cable and power supply I’ll recycle it for you at no charge. :)
