Can I unsolder the gold caps IC to get the 170 a pound rate? Would the board still be a high telco? Does the little gold cap on board #4 make it a gold cap board?

Only if the pins are also gold plated. These all appear to clear 8086 rate if they have gold pins.
You would have to actually desolder them and not cut them free though.

I missed the little guy on 4. And corrected it.

4 and 6 should still be high telco; I don't know if 5 would still make the grade with those 3 gold capped chips removed.

What I would do would be to the weigh chips and the board(s) they came from to see if you're making more money selling the chips and boards separate or leaving them together for the gold cap chip board rate.

So I converted the rates to price per gram. The board with the chip (used gold chip board rate) is $3.39 , the chip by itself (used gold cap chip rate) is $3.75 and the board without chip (used low telco rate) is $2.98. Seams like its worth removing the chip and selling separate. Is it acceptable to sand the solder of the back to remove or should i get the soldering iron out?

You can get the chip out any way you want except cutting or acid.

If you cut it the chip looses value. If you use acid the chip and the board are not accepted.

The only other rule board wise is don’t damage surrounding components.
