What makes the top board go as peripheral?

Thanks, I have learned one thing, I spoke out of turn on one person's post, you politely showed me that I am by no means ready to grade someone else's boards.

Yall are both fine.
These are borderline cases (the top board). Bump IC is the non technical term for that type of chip. It's an unsealed IC with an apoxy protectorate over it.

I send in remote control boards, garage door openers, calculators, and couplers that are, while smaller, very similar in total pm to waste ratios.

There's a high amount of CMC population on that board, leading me to lean to peripheral side of the fence.
