Is this tiny board under the gooey mess worth anything? Can't tell, but looks like a metallic gold color.

Mid grade as is. Assuming there’s an actual board and not just mountings and etchings on the metal, if the flashing and etching is gold it would probably be peripheral

Thank you sir! Seems to be a raised board glued on a thick copper tin/silver plated plate. If silver, is there any category for copper plated silver? I know there is for silver plated brass. And any suggestions on how to remove the clear flubber? Denatured alcohol? Or the ever so faithful/trustee brake clean? Lol

The block heat sink won’t be silver plate.
Tin is most likely.
If the sink is plated copper or brass just toss the whole block in peripheral and call it a day; is my suggestion.
Removing the sealer is best achieved with an extremely strong base, not an acid.
Honestly, it’s not worth the trouble.
Capsicum works best.
But you’re sinuses will hate you. Caustic blustering, etc.
Again, not really worth it.
I see the board now looking again. It’s so thin I’d rule out any kind of heating, you’d remove the component value and loose the copper and be left with a weightless mid grade flashed board.
Did I mention not worth it? Lol
