Are these considered Clean Copper Heat Sink?

the top ones will not be, but the bottom pic will if you clean the thermal paste off them.

It is the same items. First picture is the bottom side of the copper plates.

Yes because there's no aluminium attached.
Depending on the yars you MIGHT. Have enough resen to get nickel or silver plate rate if they feel generous.

I wouldn't mail them though unless your sending much more than that.
Cu is 90-$1.20lb right now so dump them locally if you have over 1/2 lb to tip a yard scale.

I'm trying to fill a Large Priority Mail Flat rate box.

Should I try to file down the bottom of these or can I mail them as is for Clean Copper Heat Sink at $1.70/pound?

There's no aluminium there. It's solder. You won't have a problem with clean rate.

If you do send them do so soon before copper rate in the east by them match ours in the central plains
