Are these telcom? And is the NEC considered RAM?

nope... the top right and bottom left are peripheral at best.

the other two may get you a motherboard classification, but are not telecom. I would say they are better than peripheral grade though.

EDIT: if the other two have a number of chips on the bottom, they may actually give you telecom. thought about that after I posted the first reply

Top right and bottom left should both clear telco.

I just noticed that when I clicked on the photo, it rotates 90 degrees... weird.. my reply was for the photo as it appears in the thread (where the board with the blue plastic coated transformers is in the lower left). Sorry if there was some confusion.

Btw on that nec card.
If you can safely pop it out of the shell I've had them taken 3 ways. (No consistency at all on this stuff)
Silver ram. Fingerless ram. And telco.
My personal opinion is to put it in fingerless ram which i usually do. If it gets bumped somewhere else so be it. Principly because the cards like that are identically manufactured with pins and fingers.
Shell comes loose with a 0 standard screwdriver. Just pop/peal the side edges apart and then you can snap the back loose.

Top pic is a mix of peripheral (home phones) and (mostly) cell phone boards

Second pic the large board is backplane.
The smaller serial board with the serial ports and riser sockets is also backplane
The smallest board with the tension wire holes is midgrade.
