I got some boards and some have rows if these what look like white ic chips..what are they..do they hurt or help value...thanks

Each socket appears to have multiple lines in and two lines out (or vis). My guess is capacitors. But it could be any number of things from a switch to an IC. You need the part number and ID to look it up for sure. It neither helps nor hurts.
With the sockets filled I’d say low telco. Empty the board would be midgrade or peripheral. The black ICs are ICs, and my guess is Chris would take the white ones as midgrade.

The bottom of the board is all gold pins if you stand the board on edge

As far as I can tell; none of the DIP sockets are gold contacts. All probably nickel. The actual IC density looks to be about half the board surface.
Low telco is where I would put it.

So the whole board filled with ic's and two sections of long 30 year old buttery gold pins without removing anything is only low telcom?
