Have this HP board. pull the cpu or leave it? What grade with/without cpu?

That cpu is almost surely soldered.
It’s gold cap chip board. Don’t remove it as you’d loose money.
UNLESS it’s a pin through. AND you can 100% guarantee to keep all the pins intact.
If you do remove the cpu as above; the board is small socket motherboard and the CPU with all pins would get a downgraded rate. I’ve sent a few over the years, so called stub pin processors, and Chris has a methodology in place to cover them fairly due to the shorter pins.
