Out of a modulating video processor unit..

Are those 2 chips gold cap on the bottom left?

they are ,witch make that a Gold Cap Chip Board even know its on the low end of the scale.(if there was a scale)

Do NOT remove anything socketed.
This is an example that inadvertently games the system. :)

Wow, i need to post boards on here more often. If I removed that board from whatever, I would have assumed I would have to rip a lot of those transformer type (not sure what they are called) pieces off of that boards and throw it in my Peripheral board bin.

Stuff like this is rare. As I said it really games the system. But the IC population would have just cleared the peripheral rate. The gold cap chips cheat the system by pushing it into gold cap chip board.

based on average the low end was factored in the boardsort prices almost has to be ..

Btw looks like R295 is the culprit. On the off chance you have any intention on a repair. Few capacitors are damaged from age or abuse (not blown) and could be re seated or replaced.
You’ll need a new resistor and probably a trace bypass. The pt for 295 looks shot but the resolution is too low to be sure.
There could well be other issues but that one stands out.
