Here are some boards that I'm not completely sure on. They all came out of an old Vizio plasma TV and I think #1 - #6 are peripheral and that the rest are midgrade.

9 I’m basing on my experience of them using tin for the pins here and not nickel. Nickel would be enough to push the board to midgrade.

If I removed the two large green capacitors on #7, would that make it peripheral?

Nothing will bring 7 to peripheral.
You could cut the IC off and sell it for IC rate but the board would drop to low.
