Is this gold plating. Looks like gold but how to grade

Yes, looks like square foils or flashing.

Probably Peripheral. Doubt it gets bumped any higher. It would have to be an older era/age item where thickness would be greater on foils.

The silver shiny side is a Mylar backing.
