If the chip in the fourth picture has gold pins then it should go green fiber no metal.

Yes any chip with pins has a non-gold tab home.
I believe that celeron is bga though, not the pinned kind.
It’s commonly found in ultra portables and non-Linux smart TVs

On the other hand if it is the micro PGA type it MAY qualify for green fibre. μPGA is hit or miss on pin length being long enough.

I found a similar CPU in a laptop once and it had gold pins. Could a picture of the back be posted?

I also pulled a CPU exactly like that one out of an old Windows 2000 Dell Latitude laptop. It was a Pentium III and had normal gold pins.

The pentium III is socket 495. Definitely full pinned.
495 itself exists as both MPGA and μPGA.

This celeron has both pin variants as well as a BGA format used for HP chrome books and Dell ultra portables.
The bga variant is also used for Win-MCE and WIoT TVs. As well as some automotive applications. Bga has a higher vibration tolerance than PGA sockets do.
Mini pins make a CPU rate. μPGA depends on the length. Most do but not all. Stub pins are never a cpu rate.

OP: post the back of the celeron and the VIA
Both have pin and pinless versions.

For those masochists out there the easy way to tell the difference between stub and μ is to step on it with your heal, pins side up.
μ Causes bleeding. No matter how thick the heal callus is.
Stub pins don’t break through the lower layer of skin.
Some have said stepping on stubs is painful. I find it generally annoying. ;)*
