Just barely. That’s either an incomplete or heavily cleaned up backplane. If the back is clear you will probably get pin board. If not it’s still backplane.
Pin board is a higher quality product. Meant for constant disconnects and connects. Using a thick plated red brass or nickel pin. Standard tin alloy steel pins don’t hold up well in such environments. Pin board pins also are required for o gold the majority of cable weight when used with headed cables. Where the plastic shell and casing holds the weight and tension on backplane. So you have much thicker high grade solder over the standard lead or tin bass used in backplanes.
This is an example of the fluke cleaning I discuss elsewhere. Removing 100% of a component other than a single high value one leaves you with an upgraded board. I don’t suggest it though because complete/finished, a board like this would weigh a bit more than it does here at that lower price class. Generally the upgrade after the work still doesn’t justify effort. Here I’m not sure the board wouldn’t have been worth more complete at the backplane class.
