On the small socket motherboards is it this grade even with all the extra gold tabs? Can I remove some of the gold tabs and still get that grade?

I wouldn’t. That’s barely small socket. There’s only one bridge. And no internal expansion
Lots of chips doesn’t make it better than one great chip.
These Cisco boards have in turn translation an thus skip a dedicated buffered I/O. They use the room to implement a single common ASIC as individual chips for heat management.
It looks like more because of the extra chips but it’s actually worth he same value as a single 3D stacked chip. This actually decreases the board value a bit due to the extra fibre weight.
