Here's my guess:

1) High Grade Peripheral
2) High Grade Peripheral
3) High Grade Peripheral
4) Low Grade Peripheral

Boards 1, 2, and 3 are floppy drive boards which automatically went as Peripheral as long as the gold pins were still intact. Now with the recent addition of the Low Grade Peripheral category, I'm not sure if floppy drive boards stay as High Grade Peripheral or if they're Low Grade Peripheral.

22 is high grade peripheral
technically it's a low end backplane. Since it won't go as a backplane the next step down is High peripheral.
