I have over 30 of these boards that I thought would go for telecom due to the chip count. However, when I remove the heat sink, the chip comes with it...

There are heat sinks on both sides of the board but chips only on one side.

Just wanted to throw this out there to see what you all thought.

you need to heat them. hot enough to soften the glue. but too much will soften the solder and you will be in the same situation.

If you have an old oven, bake them at about 350 oF to heat up the adhesive. Adjust the temperature or time if necessary.

Is this a ASIC hashing board for a cryptocurrency miner?

In addition to the good suggestions above, sometimes the way you pry off the heatsinks can affect how well they come off. For these I would try a flat head screwdriver between the blades of the heatsinks and then twist or, what I assume you may have done, get the screwdriver between the board and a corner of the heatsink and twist to pry it up. Pliers (channel lock variety) to grab ahold and twist the heatsink may also work better.

Of course you may have tried all that, in which case definitely need the heat.

Thanks for all of the suggestions!
I can't seem to finesse the heat sinks off of the chips and using the oven is out of the question...

They are indeed. I have the complete miners but there doesn't seem to be much of a market for them currently. Maybe I'll try the ebay route and at least make scrap prices but not have to do the teardown.

If not the oven, another heat source? I have a small propane torch I use for desoldering but occasionally on glued stuff too. I also have a small electric heater I sometime prop things against to heat them (of course I always supervise the heater so it doesn't burn the house down).

If they're still operable and you don't want to spend any more time getting the heatsinks off they might have value to someone. ???
