Does the ic laser chip in the center of a computer mouse go as an ic chip or not? What if it has gold legs like below?

Upon reading i found a post stating then mouse boards with gold legged sensor chips are peripheral. Are they high or low? And the regular tinned ones can i get them off and stick with my ic chips or no? Thanks
