Should I leave the chips on the board or remove them and will they go as telco?

The one on your hand is a pentium class ceramic (low grade ceramic CPU)
The other one with the metal spreader, if removable, is 486 class
As long as one or the other is on the board you'll get telco.

If I trimmed off the gold fingers will that downgrade the board?

if you trimmed the fingers AND removed the CPUs the board would be peripheral.
You can remove the fingers, OR CPUs, but not both.

This again is an older full gold run board, from some Hewlett Packard equipment. Again very good material. Cutting fingers changes very little, as the whole board is gold plated under the masking of the enamel coating. Again this is a very high grade board.

The flashing layer makes little difference on these. It's not thick enough.
