If it’s socketed Yes, a socketed 486 cpu and a peripheral board is worth more than a telco board with a 486 in it.
If it’s hard soldered don’t try to remove it, you’ll wind up with pentium/Mac ceramic cpu or more likely pinless, and a peripheral board.

Exactly. Telecom.
There’s no way of knowing if the cpu has a gold cap or a tungsten plate without removing it, and the split is almost 50/50. So it’s the very highest end of telco as it is.
I would suggest shooting that photo to Chris and asking though. It’s small enough to be worth debating for green fibre with metal which the near size sun flex cpu boards get.

Are the I486 and I386 always ceramic? I have several boards pulled aside that have these chips and are marked with the Intel logo and numbers but they are not ceramic.

There are later units that are a polymer chip.
With rare exceptions these will make the board telco. Despite the less expensive fabrication process they are still fairly valuable chips; and despite the advancement in technology they still require up to a few dozen external controllers still.
D series 486 are now used in many laser printers. There’s a 960 or equivalent AMD inside n series nspire calculators too!

They’re not worth desoldering and removing regardless. Even if it has a gold spreader which is rare it would go pinless leaving you with a midgrade or peripheral board. You’re better with the whole board intact on these.
