Both are peripheral grade. Bottom one has some large IC chips, but nothing else to give it a bump to small socket motherboard.

The only two PlayStation board that goes as small socket is the very first version of the Japanese and US release.
With the serial, parallel, multiple a/v, and the expansion bus port.
And the programmers models.
