Hi Board Sorters! Are these yellow I.c looking chips considered I.C chips or are they tantalum capacitors? Answers would be very appreciated, THANKS!

Neither. They're resistors.
That said they have the same internal base plate as the plastic ICs with silveride pins and gold bonding wire. I normally put them in with my ICs and no one ever complained.

On the other hand that board would probably be telco so I'd just leave everything alone. ;)
