 Post subject: Tricky card?

Hello everyone. I am having trouble deciding what to grade this board. This is out of an NEC phone system.

Would this be considered a telecom board? There are quite a few IC chips, but not as many as the telecom picture on the payout rate page.

Any help would be greatly appreciated. Thanks!

That will go as small socket green motherboard. It has a soldered cpu. Ram expansion. A bus expansion. Bridge chips. And internal and external ports.
