Will these jacks be gold plated or brass? They are in mobile VCR's.

A very thin gold plating the vast majority of the time.

If I leave them on the plastic frame they can go as gold pin connector right?

Would I get a better price if I pull them off the plastic frame and knock the colored ring out?

Unfortunately no. They won’t qualify either way. Unlike the male connectors this has far less qualifying gold area than the gold pin connector class requires; at least since my last shipment.

I’ve asked about these specifically before because many old phonograph units have gold “rca” connectors. Male is gold pin connector female is not.
On the other hand you could smash them and pull the plastic out (as you asked) and put the empty metal shell in gold pin connector but it’s really not worth the time. I toss these in my low end copper or aluminium breakage for my local yard.
Like gold “tone” costume jewellery, there IS gold but the quantity isn’t worth recovery. Even an XRF scanner won’t pick it up.
