When scrapping power supplies, I always let them sit idle for a few days to let the main capacitors drain before opening them up. On the larger capacitors, what you can do is wrap electrical tape around the shank of a flathead screwdriver, then while wearing a safety glove to insulate your hand, hold the screwdriver across the two pins on the bottom of the board where the capacitor is soldered. That will make a short and any electricity stored in the capacitor will be discharged. You may hear a pop and see a spark when you do this. If it does spark, wait about 30 minutes, then repeat the process again. If no spark, then go ahead and scrap.
