I would give it peripheral. There's gold plating on it, but no IC population present to give it anything higher.

Again, those are peripheral. The last batch you posted appear to be blank boards that were never populated by the board manufacturer, so that may also factor into pricing and could result in a downgrade at the discretion of boardsort.
