Those appear to be cellular cards. I would send those in for boardsort to look at closely. I doubt you will get clean cell phone board price, but I'm willing to bet you could get telecom price for them or better.

These are out of office phones, don't know what grade they would go under. need advice.

Looking up close at the boards, I notice one had a SIM chip inserted into it and it appears that these phones are cordless due to the presence of antennas. The gold plating that is present is leading me to believe that the phones tied in somehow to a cellular network. Because of this, I'm leaning towards the telecom grade. Worst they could get is peripheral. If you are packing a load to ship, put these in a separate bag to put in the box with a note that you are unsure of the grade.
