I believe those came from a type of patient monitoring device (google; Nellcor Puritan Bennett). Those may be something different from the usual boards, but Boardsort may give a decent price for medical grade material.

I'd give it telecom given the density of the IC population and MCCs/Tantalum capacitors on it.
