I would like to know what grade of board this is and if the capacitors would be worth anything separate.

Mid grade currently @ .35, those capacitors have no stand alone value to my knowledge. However, at the bottom left corner appears to be a 2 switch DIP. Under each switch you should find a tiny gold plated silver ball. Warning-the balls have springs under them and love to take flight.
