I received these boards, and a few other similar boards, from a former military contractor and they have what seems to be a large gold content on both sides. What grade would you consider the boards?

Those boards will qualify for the Telecom grade, or $4 per pound currently.

They are low profile, not a lot of junk and highly populated and/or trace flash plated.
