You could remove it, the board drops to midgrade. Without the legs the gold cap chips tend to fall into pentium/mac ceramic MOST of the time. it's far better to have the legs, however, in the case of soldered chips, you're probably better off leaving them on the board and taking the gold cap chip board rate 99.999999999~ such boards get, see above for missing 0.0000~1% of boards.
