Mike the Scrapper put a video out a couple months ago on scrapping CD-ROM drives. In short, all you do with those is open them up and take the controller board out. At the time Mike the Scrapper made the video, CD-ROM boards were being bought by boardsort at 2.50/pound. Don't know what it is now, but always check their current price list. Take what's left and sell it to your local scrap yard as shred metal.
For routers, open up the chassis and remove any green boards you find inside. If you also see brown boards inside as well, you can remove them and put with your low-grade or strip any transformers or CBMs and put in your CBM bucket or separate the copper from the iron. Many of your consumer grade routers at best may fetch peripheral pricing, but higher end routers made by Cisco and other telecom/VOIP vendors may fetch telecom prices. If unsure, snap a photo of the front and back of the board and post to the ID forum and Boardsort will identify it and grade it for you.
As for the modems, we need to know if they are internal or external.
