This is a board from a battery backup unit. I have removed all items that have copper wire components and some aluminum components since i can easily recycle those with my local scrap yard. My question is, does this board still rate at full peripheral board price? Before I process the rest I wanted to make sure I wasnt removing anything that reduced the value.

You should get peripheral grade for that. I see enough IC population on the board to warrant that. The board needs to be green on both sides, and I suspect that it is, since I've scrapped a couple myself.
