Any ideas on what this is? Does Boardsort take boards like this? Overall dimensions are approx. 2 inches by 2 inches?

Looks like a digital timer/clock unit. Like a speedometer from a bicCle or an older medical wrist monitor, could be a cardio unit from a treadmill or the like. Or a kill switch and monitor like for water jet bikes. Etc. Etc
Looks like probably telco in this case.

Does boardsort process one off's like this or do simply process by the pound only?
Does the same go for CPU's?

In general it’s ideal to have at least half a pound and ideally a pound of something.
Most dock scales, while very accurate, start at 4-6 ounces. If all you have is a single board mailing that single tiny board is not going to get you any kind of money, since you will loose it in postage fees.
They’ll process a single board, and pay you for it, but you should include it with a larger shipment or delivery to make a profit from it.
You can force the quote form to register it bu placing a 0 in the pounds box and then the ounces in the oz box.
