This question is really not about small transformers but actually larger ones. I have several that i have got the steel taken off from around the copper wire. But is there any easy way or something to soak the copper coils in to get the paper/resin like stuff off the copper to make it worth more than insulated #2?

Easy, yes. Safe, no.
There are chemical mixes you can research and make on your own.
You can torch it and get carbon copper
You can use a kiln, blast furnace, etc to make a #1 block which will burn off most (nearly all) of the resin, paper etc.

The later two are governed by federal, state, and local laws, and require extensive gas/chem safety knowledge. The first option isn’t a wise acid-base test for beginners. If you don’t know how to refine gold, silver, and nickel; copper can be considerably more difficult than any of those .
