Can anyone tell if this is factory packaging or are these refurbished?

It’s Cisco. They have a manufacturer refurbishing system in place too so it’s not easy to tell.
If it’s in person you could tell to some degree by the feel of the plastic. That unit was mid-to-late 2000s so the plastic should be smooth but slightly ridged. Like a bag version of the plastic found on screens from new TVs or tablets, cell phones.
This looks to be an authorised refurb. Later Cisco equipment has a sleeve bag that’s similar to a giant ziplock in feel.
Ultimately that works as a guid, but it’s not definite.

That said Cisco was a fan of sticky wrap at that time frame which further points to refurb: as this is obviously a loose bag and not sticky.

If you could test it I’d go with sell. Appear to run 20-40 without shipping. 30-60 with shipping including. Keep in mind with new dimensional rules it’s gonna probably run 20+ to ship it.
