that helped. I tracked down the server manual and pulled up what I had on my system. Unfortunately it's not marked in the manuals at all. anywhere.
I did find photos of the board posted on other sites and everything has it looking like a stabilising bar.

If it has another use I'm not sure what it is.
honestly, it really does look like a typical dell handle. And there's mounting points to add 6 more. my best guess is support bar/handles. something to push down on when pulling cards out; and something to hold stuff next to or over the CPU sockets. they do (and the rest would) end just at the point of the riser slots... AND there's a larger handle (removed from yours)

that is directly next to the PCIe slots.
looks to me to be just that easy.

Exactly. This motherboard had those riser cards which I posted in the identification forum. It had that handle on but it was attached to the big metal plate on the bottom of the motherboard so I had to remove it to get the plate off.
