Does this heat sink need to come off? If so how can I get it off? I tried to pull it with a pair of needle nose pliers and it acts like it's going to pull the chip off the board.

needle nose probably dont give you sufficient grip/leverage. Try a pair of channel locks. If you can't just rock back and pop it off with those sometimes you can try rotating it to get it to pop. Sometimes I'll just slip a flathead screwdriver under there and turn it, too

That’s small enough in ratio to the board to ignore at this point and to just move on.
