If I am selling motherboards, can I leave the heat sinks on or will that get the board downgraded?

Depends on the size of the heatsink(s).
You should try to remove as many as you can, by standard.
Occasionally some have used poor quality paste and become thermally fused; cant be removed. In these cases, if it’s less than an inch high and the size of or smaller than the single chip it’s on in area, you normally won’t be docked for a single heatsink or two.
A ROG style board however, with dozens of large heatsinks is definitely going to be downgraded for the excess weight.
