why is it when you cut the pins off of the boards they become magnetic

One of the metals underneath the gold plating is ferrous, so that's why you are seeing magnetic attraction on CPU pins. As for shipping them in, I would put them in a flat rate box and ship them. Pack the sides of the box well so that the container or bag holding the pins will not break open during shipment. Once boardsort has them, they will grade them and offer you a price to buy them.
