this may be a dumb question, but I'm new. What is the difference between Black Fiber Chips and IC Chips? Thanks..

black fiber chips are CPU chips with pins that are gold in color and sit in a socket.

IC chips are any other black chips that are usually soldered to the circuit board. They must have a minimum of eight pins to be considered an IC.
