I know I seen these on a forum before but can't find it don't remember where would these fall into

i 'think' you will have enough pins there to fall into the pinboard classification. it is not listed on the site though. You would have to check with Chris to see what the current price is... I haven't brought any up recently so i dont know the price offhand, but I know it is higher then telecom.

There's no real price for pin and peg boards. They'll need to scan a few pins to get the metal content reading and quote out based on that.

With that said would it be better to cut pins off and just tossed in container for gold pins and then get scanned like that ?

That depends entirely on the pins. I'm not sure if they scan a series of samples of all pins submitted or every pin.
But if you're sending more than just these pins and they only do samples you'll get an average of the samples scanned. So if you want to cut the pins and keep them all together that's probably going to pay more than pin board since there's no devaluation for the pcb being attached then.
