Looking to see how this board should be classified, and if anything should be removed. The heatsink board is soldered on.

This is one very strange layout design for a cpu riser. It's definitely a motherboard.
I'd personally suggest you leave the fingers on and send it as is. Small socket.

I'd love to meet the stupid fool who came up with that design. Heat dissipation had to be hell packed like that.

Small socket as is. I wouldn't mess with it. Something proprietary like that is bound to give you hell and break if you start pulling things apart. Hopefully the gold fingers offset the weight waste. Small socket.
