Amazon trade in would be my first suggestion. Sell new and used items to an amazon partner and get credit in your amazon account for future purchases. It's the fastest and easiest. Ship to them for free and if something goes wrong on the way and it gets damaged they'll send it back; so you can still scrap it or sell it for parts.
If that fails and you've used tor try the hard drive exchange. It's solely American businesses. Post a photo and a price range and wait for a buyer. There's very few rules for sellers but buyers must be licensed verified businesses operating in the US. Atleast one electronic payment must be offered, usually PayPal, and one physical payment option. Usually postal order via COD. Some offer bitcoin and litecoin as well. They have some big names on the exchange like tiger and AVA.
Finally ebay and Craig's list.
Dell PSU from servers will run from around $20 to a few hundred, depending on the model.
