D - back plane or perif
E - front, nothing on back, Telco?
F - front, pull ICs and stay GFC?
G - front telco?
H - Front, SMD on back, but no flat pack, telco?
I - F & B enough for telco?

I was thinking that 'I', the last two pics was telco because of the full gold flash and all of the big procs(?) on the front and actually having ICs on the back for a change.

I think what keeps it from the telco grade is the heavy parts, and expanses of empty board. Just not enough IC density to over come these drawbacks.

That’s exactly it. Despite the large controllers, there’s very little ic to board ratio. And fibre CPUs have less value vs ceramics.
The I/o ports are also quite a bit of the overall weight of this board by ratio.
These only have two routes to telco. The first is ceramic Controllers. The second is being slightly older (or much more expensive initially) versions where the boards have a ratio of two channels per controller (2:1). This one has a 4:1 ratio.

Or less technically you need to have a fibre ic for each of the 2-stack I/O ports to be considered for telco.
