We finally are getting to the laptops I picked up Friday. We have gotten 3 of the 8 to power up. The HDD’s have been removed the battery is missing from one. Would it be worth the money to get new HDD’s, new operating system and a battery for the one in order. to resell these? Or would it be worth while to sell as is with no HDD?

Generally I personally sell computers withOUT a drive (up to about the mid/late 2000s where I will use a low end entry SSD for replacement for SATA based systems.
Hard drives are susceptible to shocks. Even if nothing goes wrong the buyer can still say it doesn’t work.

My resale suggestion from my own experience:
Buy an 80 or 120 SSD from Amazon. Used is fine too.

Get a single copy of Windows XP or 7 32-bit.

Use the disc and SSD to install but not register the OS to take pictures and prove it works.

Pull the drive and sell. Working NO DRIVES

Pop the disc in the next one, format the drive during setup, and repeat as needed per system.

To be legal you’ll need to invest in separate copies of Windows for each computer you intend to sell with a working drive and OS (assuming it doesn’t have a windows key sticker on the case).
Does a $50 SSD and a $75 copy of 7 add $125 to the value of the machine? Not usually. You can go the Linux route but it’s a harder sell in the mainstream market.

Lost,

In checking (powering them up) all the laptops one does have an HDD. In fact it brings up a log in screen. What concerns me is the post it note attached to the laptop “juvenile probation”. We aren't real sure what to do with that one. We are thinking we need to call the county and see how they want to handle this.

Any suggestions?

That’s exactly what to do. You don’t want your hands on evidence.
