Generally the answer here is yes with two major caveats. Thorium and beryllium. The first is minutely radioactive and the second highly carcinogenic within the human respiratory system.
That said; according to Austrailia’s NSTO the risk is less than recordable in medical reporting. the only way you you face risk to grind the filament down to dust and inhale it. I’ve scrapped microwave ovens which have far more beryllium components than radar equipment. I’ve never really worried about it. (I’m also a heavy smoker). Unless you’re intentionally snorting it, it’s a minimum concern compared to average city air.
Thorium is scary at first glance. A half life longer than the universe is old. Omg! Run! and grab a beer. There’s thorium in your body right now. 34-45 micrograms. It generally can’t be absorbed through the skin. And you already are consuming it in the smallest of quantities.
Just don’t lick, eat, snort, mist, or otherwise do any holistic stuff with it.
So is it safe? No. Can it be safely scrapped? It’s not something I’ve ever worried about. You’ve got the facts now, the decision is yours.
